What MUDRA actually is

MUDRA — Micro Units Development and Refinance Agency — is a refinance scheme run through SIDBI under the Pradhan Mantri MUDRA Yojana. The participating lenders (banks, NBFCs, MFIs) extend the loan to the borrower and then claim refinancing from MUDRA against the eligible portfolio. The borrower deals only with the participating lender — there is no direct application to MUDRA.

The scheme description covers eligible micro-enterprise uses; confirm the current activity list and any collateral or guarantee treatment with the official guidance and participating lender. A stated loan ceiling does not guarantee that an application receives that amount or an unsecured structure.

The three slabs

Shishu (up to Rs 50,000)

For brand-new businesses or very early-stage micro-enterprises. Documentation and tenure depend on the lender and activity; KYC, business proof, and a plan may be requested. Any pricing figures should be treated as dated illustrations, not the lowest or a guaranteed band. Possible use cases include a street vendor formalising the operation, a home-based service provider, or a small repair shop.

Kishore (Rs 50,001 to Rs 5 lakh)

For established micro-enterprises needing growth capital. The lender may request bank statements, GST information where applicable, and a business profile; the period, pricing, and tenure vary. Possible use cases include inventory, tools, vehicles, or equipment, subject to lender assessment.

Tarun (Rs 5 lakh to Rs 10 lakh)

For micro-enterprises with established cash flow needing larger capital. The lender may request additional statements, tax records where available, and a business plan; pricing, tenure, and approval vary. Possible use cases include machinery, relocation, or expansion, subject to the lender's current criteria.

Tarun Plus (up to Rs 20 lakh)

The Union Budget 2024 announced an enhanced PMMY limit for entrepreneurs who have availed and successfully repaid a previous Tarun loan. Confirm current Tarun Plus implementation, eligibility evidence, pricing, security, and application process with the official scheme guidance and participating lender.

Eligibility filters

Common to all three slabs:

  1. The business must be non-corporate — sole proprietorship, partnership, LLP. Companies incorporated under the Companies Act do not qualify.
  2. The business must be non-farm — pure crop farming is excluded; allied activities (poultry, dairy, fisheries) qualify.
  3. The applicant must be 18 to 65 years of age.
  4. Credit history and repayment capacity may be checked; there is no universal score-to-approval rule. Guarantee coverage, if applicable, does not replace the lender's assessment.
  5. The business activity must be income-generating — pure consumption financing is not covered.

Business-vintage requirements vary by slab, lender, and activity. Confirm the current requirement before assuming that a new or established business qualifies.

Documentation kit

For Shishu (up to Rs 50,000):

  • KYC of applicant.
  • Proof of business activity (Shop and Establishment licence, Udyam registration, GST certificate, or local trade licence).
  • Quotation or estimate for the proposed expense.
  • Photograph.

For Kishore (Rs 50,001 to Rs 5 lakh):

  • Above plus 6 to 12 months of bank statement.
  • GST returns last 6 months (if registered).
  • Basic business profile.

For Tarun (Rs 5 lakh to Rs 10 lakh):

  • Above plus 24 months of bank statement.
  • ITR for last 2 years (where available).
  • Audited financials (where applicable).
  • Detailed business plan with cash-flow projection.

How to actually apply

The PMMY portal lists every participating bank, NBFC, and MFI. The application can be filed:

  1. At a branch of any participating PSU bank (most common path; SBI, BoB, BoI, Canara, Union, PNB, etc.).
  2. At a participating private bank branch (HDFC, ICICI, Axis, Kotak, Federal, Karur Vysya, etc.).
  3. Through a participating NBFC or MFI, particularly for Shishu and small Kishore tickets.
  4. Online through the Jan Samarth portal (www.jansamarth.in) — single-window application across multiple participating lenders.

Online and branch routes can have different documentation and verification steps. The lender controls channel availability, processing time, underwriting, and disbursal; neither route is inherently faster or more reliable for every application.

Pricing reality check

The MUDRA scheme does not create one universal interest rate for every lender. Pricing varies by current product policy, borrower, amount, and evidence:

  • PSU banks: Verify the current APR and fees with the participating lender.
  • Private banks: Verify the current APR and fees with the participating lender.
  • NBFCs and MFIs: Verify the current APR, fees, and any security or guarantee terms.
  • Small Finance Banks: Verify the current APR and fees with the participating lender.

Do not assume that a PSU quote is the cheapest or that a route saves a fixed number of percentage points. Compare the current APR, fees, security, repayment schedule, and service terms across offers for the same borrower and amount.

Compliance & RBI context

Lender and digital-lending disclosures can include the Key Fact Statement, APR, charges, and lender identity where the applicable rules require them. The official Union Budget 2024 speech records the Tarun Plus announcement at paragraph 46. Confirm current implementation against RBI directions, official scheme guidance, and lender documents; do not treat a limit as a guarantee or offer.

A practical comparison framework

For an eligible micro-enterprise, compare the current PMMY terms with other business-loan offers. Check the lender's APR, processing and service charges, collateral or guarantee conditions, repayment schedule, prepayment terms, documentation, and expected decision process. Applying to more than one lender can create inquiry or administrative consequences, so ask how applications are handled and do not assume that a parallel application will be approved.
